SKDS (Subsidized Diesel Control System) was introduced to reduce leakage and smuggling of subsidized diesel more effectively.

This system is open to companies and land transport bodies that are eligible to buy subsidized diesel at selected stations using a “fleet card”.
Military and special vehicles used in complex environments such as airports, ports, construction sites, factories and logging are not feasible.
Starting May 2026, SKDS registration for the goods transport sector has been officially expanded to Sabah, Sarawak, and WP Labuan.
Not only that, the government has also expanded this scheme to include privately owned company jeeps and pickup trucks (use code AE).

What is SKDS?
SKDS is a diesel subsidy targeting program under the Ministry of Domestic Trade and Cost of Living (KPDN).
Registration through SKDS will allow qualified companies to continue to benefit from the diesel subsidy through the mechanism fleet cardat a rate of RM2.15 per liter for the goods land transport sector and RM1.88 per liter for the public land transport sector.
From 3 July 2026, the government has expanded the scheme to include privately owned company jeeps and pickup trucks (use code AE) under the land transport of goods sector to help micro and small traders.
Companies that pass can start enjoying this subsidy rate starting July 15, 2026 as soon as received fleet card each.
The addition of this new sector makes the entire vehicle type and class of use involved under the subsidy control system now total 35 types.


Eligibility Conditions for Applying for SKDS 2.0
The eligibility requirements for applying for SKDS 2.0 subsidized diesel through the MySubsidi KPDN portal are as follows:
- Business Entity Registration:
- The business must be registered as a sole proprietorship or partnership in SSM, or Local Authority registration for Sabah and Sarawak.
- Vehicle Ownership:
- The diesel vehicle must be validly registered under company or business entity name who applied (Not the name of a private individual).
- Active Road Tax:
- Have a valid and active Motor Vehicle License (LKM / road tax) from the Road Transport Department (JPJ).
- Registration of Transport Agencies:
- For commercial trucks, the vehicle must be registered as a commercial vehicle with the Land Public Transport Agency (APAD) or the Sabah/Sarawak Commercial Vehicle Licensing Board (LPKP).
- Vehicle Type:
- The vehicle type must be listed in its entirety 35 types of vehicles/use classes approved. This includes 23 types of existing original goods vehicles, as well business jeep and pickup truck category with the Company’s Private Use Class Code (AE) whose application was just opened on July 3, 2026.
For applications in the category of business jeeps and pickup trucks that have just opened this month, owners must ensure:
- The vehicle must be registered below Company Private Use Class/Code (AE) in the JPJ MySikap system.
- Individual owners using jeeps/pickups for micro business must perform the process of changing ownership to a business name at JPJ first before applying.
- Approval for the jeep and pickup category (AE Code) allows entrepreneurs to enjoy a subsidized price of RM2.15 per liter starting July 15, 2026.
Penetapan Kuota Bulana Fleet Card SKDS
The government has set a fixed monthly quota of consumption fleet card for goods and trade vehicles.
The subsidized diesel quota limit given is between 900 liters to 5,000 liters per month.
This amount of liter allocation is automatically evaluated by the system based on vehicle type, engine capacity (cc), weight with load (BDM), as well as daily operating patterns the business.
Cash Refund Claim (Reimbursement)
For public land transport companies and goods that have received KPDN approval but have not yet received a physical card (fleet card) from oil companiesthe government has opened an application portal Cash Back Claims started July 1, 2026.
Applicants can claim back the cash price difference for diesel purchase receipts at non-subsidized retail prices that have been purchased while waiting for the fleet card to arrive.
This claim is subject to proof of the official receipt of the gas station purchase and the existing SKDS approval document.


How to Appeal Quota Increase
If the existing quota is not sufficient for daily operations, the company or vehicle owner can still submit an appeal to increase the quota to the Petroleum Subsidy Approval Committee (JKSP).

SKDS 2.0 FAQ
Nope. Quota approval granted through KPDN’s MySubsidi portal has no expiry date, as long as the vehicle has a valid road tax (LKM) and your business entity remains active.
Yes. The MySubsidi KPDN system allows you to choose maximum of 3 oil company brands different during application. You can distribute the vehicle according to the suitability of the nearest gas station with the respective lorry logistics operation route.
Can’t. The allocated diesel liter quota (between 900L to 5,000L per month) will be updated and reset (reset) on every 1st day of the month. The remaining quota will be canceled automatically.
You need to call the oil company’s customer service line directly who issued the card (eg Petronas SmartPay or Shell Card) to block the old card and apply for a new replacement card. You do not need to apply again on the KPDN portal.
Starting in May 2026, land freight companies in Sabah, Sarawak, and WP Labuan can now officially register on the KPDN MySubsidies portal.
Yesprovided that the driver uses the card only for vehicles with the registration plate number shown and physically matched on Fleet Card concerned. Use on other vehicles is an offense of breach of trust of the subsidy.
