Civil servants who experience a general emergency can get permission to be absent from work due to a general emergency as stated in Service Circular Number 1 of 1986.

Regarding Permission to Absence from Work Due to General Emergencies
The permission rules for officers to be absent from work due to an emergency have been provided under Service Circular Number 1 of 1986.
According to MyPPSM Divorce SR4.2.7, Heads of Departments are authorized to allow officers under their respective control to be absent from the office to carry out their duties due to an emergency that causes the situation to force the officer to be absent from work due to the obstruction of travel to the office or normal place of work.
Officers who are absent from work due to a general emergency must submit a certificate as soon as the officer is back on duty to the Head of Department.
Definition of Anxiety General
From the point of view of definition, the general emergency meant is as follows:
An emergency that occurs such as floods, landslides, earthquakes, bridge collapses, other disasters and natural disasters, curfews and general restriction orders by the authorities.
Permission to be absent from work due to this general emergency does not affect an officer’s leave entitlement and the officer does not need to submit a leave application for the period of absence from work.
Meanwhile, cases of disasters and accidents that happen to the person or even involving the property of an officer are not included in the term general emergency.
This means that if a disaster or accident happens to an officer or to his property then the incident is considered a personal emergency and if the officer is absent from work he must get leave permission from his Department Head.

Certificate of Absence from Work
This certificate must be sent to the head of the department after the officer is back on duty:
Department Head’s consideration
The Head of Department can obtain information and confirmation of general emergency incidents or specific orders for consideration from:
- District Officer or Penghulu
- Police Officer
- Malaysian Information Department;
- Social Welfare Department
- Mass media broadcasts.
If the Head of Department is not satisfied with the certificate submitted, then the Head of Department may cut the employee’s annual leave or treat the period as leave without pay if the officer’s annual leave has been used up.
