Identity

Budget 2026 is the fourth Madani Budget to be tabled on October 10, 2025 in the House of Representatives.

It is the first budget implemented below 13th Malaysia Plan (9MP) / 13th Malaysia Plan (13MP)marks the beginning of the country’s new development phase for the period 2026–2030.

The budget is designed to strengthen and accelerate the economic reform agenda as well as the improvement of the Malaysian social system.

The budget took into account the country’s economic achievement during 2025, including 4% -4.8% GDP growth, inflation decreased (1.1% in June 2025) and unemployment rate (3% in May 2025).

Pre-Shopping Statements 2026 were also published to outline the government’s priorities for Budget 2026, as a guide in the delivery of people’s inputs and suggestions.

Budget 2026 is the fourth series of Madani Budgets, designed to continue the Madani Economic Framework: Restoring fiscal resilience, strengthening the economy and elevating the people’s lives.

Budget 2026 will continue the principles of madani economy, with three main pillars:

Emphasis & Focus in Budget 2026

  • Directed subsidies -The transition from comprehensive subsidies to more targeted subsidies to reduce waste and ensure help to those who really need
  • Human Capital Development & Public Sector – Implementation of Learning Initiatives through Apple by Intan and GlobalNxt University for civil servants, in an effort to modernize public service and close competency gaps
  • Infrastructure Progress & Community Support – Focus on rural development (Sabah & Sarawak), tourism, SMEs, and inclusive portfolios for communities such as senior citizens, disabled, indigenous communities, bumiputeras, women, and youth

As far as the first half of 2025, the Malaysian economy is on the track:

  • GDP (Q1 2025) develop 4.4%with an annual growth projection between 4.0%–4.8%driven mainly by domestic demand and private investment.
  • Controlled inflation around 1.1% By June 2025, it made Malaysia between countries with the lowest inflation in the ASEAN region.
  • Unemployment rate decreases to a level 3.0% in May 2025approaching full employment status.
  • Fiscal deficit expected to depreciate to 3.8% GDP at 2025in line with the government’s medium -term targets.
  • Ringgit Malaysia It is against the US dollar in recent quarters, supported by investment inflows and strengthening macroeconomic basis.

Latest Main Achievements Before Budget 2026

Among the important achievements of the Malaysian economy throughout 2024–2025:

1.Investment approved

  • Malaysia reached the highest investment record of two consecutive years: RM384.4 billion by 2024 (2023: RM329.5 billion).
  • The first quarter of 2025, investment rose 3.7% to RM89.8 billion.
  • This reflects investors’ confidence in the madani economic policy.

2. Malaysian credit rating

  • Stay stable at good level: A3 (Moody’s), A- (S&P), BBB+ (Fitch).
  • Due to the various economies, strong, stable bank systems, and government debts are under control.

3. Global competitiveness

  • Malaysia goes up to 11 steps to a position 23 of the 69 countries (IMD 2025).
  • Best since 2020, the only country with a two-digit surge.
  • Target: Top 12 World Towards 2033.

4. Program GEAR-uP

  • RM11 billion in domestic investments are moved into the new semiconductor & energy sector.
  • 34 GLC & GLIC Promise Minimum salary RM3,100 for 153,000 workers.

5. Subsidies & social assistance

  • The government has turned to a targeted subsidy for more fair & sustainable.
  • STR & SARA increased by 30% to RM15 Bilion (more than 5 times double compared to 2012).
  • All people are 18 years of age receiving RM100 in the form of Sara’s credit.

6. Step to Increase State Products

  • Tax base (now 12.4% GDP).
  • These include: Check sales tax, add service tax categories, e-invois, cans, and global minimum taxes.

7. Infrastructure development

  • The project is almost ready: LRT3, ETS to Johor Bahru.
  • Other major projects: ECRL, RTS LINK Johor – Singapura, Two -Level Highway Highway.
  • New Hospital: Sultanah Aminah 2.
  • Flood Project: RTB Kota Bharu.
  • Sabah & Sarawak: Pan Borneo Highway, Sarawak Water Plant, Paitan Electric Substation, Sabah.

All of these achievements are the result of the implementation of various strategic initiatives and policies that will be continued under the 2026 Budget and the Malaysian Madani Economic Framework.
