iBITA is an online system for the Student Registration Assistance System for Institutes of Higher Education (IPT) by the Penang State Government.

About iBITA

Student Registration Assistance to Institutes of Higher Education (iBITA) is an initiative offered by the Penang State Government to students born in Penang to help cover the cost of studying at the Diploma or Bachelor’s Degree level.

The objective of this aid is to help cover the cost of study registration at the Diploma or Bachelor’s degree level for students from among the B40s.

This assistance is in the form of a one-time financial payment (one-off) to eligible students according to the prescribed conditions.

Date of Application

Online applications for Student Registration Assistance to Institutes of Higher Education (iBita) are open from 1 July 2026 to 30 September 2026.

Eligible Educational Institutions

This assistance is provided to students who meet the eligibility requirements to continue their studies at:

  • Institute of Public Higher Education (IPTA)
  • Eligible Private Institute of Higher Education (IPTS).
  • Eligible Malaysian polytechnics

Amount of Penang IPT Assistance

The amount of assistance offered is as follows:

  • Universities in the Peninsula: RM 1,000
  • University of Sabah/Sarawak: RM 1,200
  • Polytechnic Malaysia: RM 300

Application Conditions

The prescribed application conditions are as follows:

  1. Household income (mother & father / guardian) does not exceed RM8,000 (Basic Salary Only).
  2. Mother / Father / Guardian (one of them) must be a registered voter in Penang.
  3. The applicant is a CHILD BORN IN THE STATE OF PENANG OR a student who obtained the Malaysian Certificate of Education (SPM) / Malaysian Higher Certificate at a Penang school.
  4. Students offered to a full-time Diploma or Bachelor’s Degree program in the current year and the following year only.
  5. All PDTs accept applications with a copy of the matric card / offer letter even if there is no receipt of registration fee payment.
  6. Applicants are only eligible to receive registration assistance once during the entire period of study for the Diploma or Bachelor’s Degree level.
