Issues related to the alleged “dismissal of the Yang Dipertuan Besar (YDP) of Negeri Sembilan” have recently caused confusion among the community.
The impeachment crisis of the Yang di-Pertuan Besar (YDP) of Negeri Sembilan involves a power clash between Tuanku Muhriz, Menteri Besar Aminuddin Harun, and Undang Yang Empat.
However, based on the state government’s official statement, the action is considered illegal and does not have any recognition from a legal or customary point of view.

For your information, Negeri Sembilan is the only monarchy in Malaysia with a custom-based government election system, unlike other states that use direct blood inheritance.
Who are the Law of Four?
Undang Yang Empat is the head of Perpatih custom for the four badgers in Negeri Sembilan namely Sungei Ujong, Jelebu, Johol and Rembau.
The four of them, based on the authority given by the Negeri Sembilan Constitution, are responsible for choosing the Yang di-Pertuan Besar from the descendants of Raja Radin and Raja Lenggang.
The state constitution also gives them the power to force the Yang di-Pertuan Besar to abdicate.
The four of them together with the Yang di-Pertuan Besar and other dignitaries, became members of the Council of Justice and Law which functioned as an advisory body in customary matters as well as the appointment and removal of the Yang di-Pertuan Besar.
As of April 16, the four laws are Mubarak Thahak (Sungai Ujong), Maarof Mat Rashad (Jelebu), Muhammad Abdullah (Johol) and Abdul Rahim Yasin (Rembau).
How Did This Conflict Begin?
This conflict is believed to have started on 13 May 2025 when Mubarak was ousted as Undang Sungai Ujong by local officials.
A total of 33 reasons, including allegations of violation of Sharia and custom, have been presented, but have not been disclosed. His supporters claim that no wrongdoing has been proven.
On April 17, a special meeting of the House of Justice and Law presented the case to Tuanku Muhriz.
Tuanku Muhriz and other members of the House reportedly accepted Mubarak’s removal as the Sungai Ujong Law, effective May 13 last year.
It is not clear whether all four laws were present at the meeting.
Article 16(3) of the State Constitution states that any decision of the council regarding the appointment, inheritance or removal of the law is final and cannot be challenged in court.
Action Not Recognized
This controversy erupted when Datuk Mubarak Dohak was reported to have signed and read a declaration to remove the Yang Dipertuan Besar of Negeri Sembilan, Tuanku Muhriz Tuanku Munawir at the Sungai Ujong Luak Law Court last Sunday.
However, the action has been described as unacceptable and unrecognized.
Negeri Sembilan Menteri Besar, Datuk Seri Aminuddin Harun insisted that the action was invalid because Mubarak no longer had the power and function as the Sungai Ujong Badger Law.
Therefore, any action or declaration made by him does not have any effect from a legal point of view.

Contradicting the Constitution of the State
According to Aminuddin, the action is also not in line with Article 10 to 12 of the State Constitution of Negeri Sembilan (UUTKNS) 1959 which provides for the method of appointment and the position of the Yang Dipertuan Besar.
He also explained that the termination of Mubarak as the incumbent pesaka of Datuk Klana Petra Luak Sungai Ujong has already been done in accordance with the custom and pesaka of Telaga Undang, Waris Klana Hulu since May 13, 2025.
Decision of the Court of Justice and Law (DKU)
This matter was also reinforced through the Special Session of the Negeri Sembilan Court of Justice and Law (DKU) on April 17, which agreed to advise and accept the decision of Telaga Undang and Waris Klana Hulu to dismiss Mubarak as the 10th Pesaka Datuk Klana Petra Luak Sungai Ujong.
The decision is in line with Clause 14(3) UUTKNS, following 33 offenses related to pesaka and custom that he is alleged to have committed.
Aminuddin explained that the DKU acts as an advisory body in matters of Malay customs in Negeri Sembilan, including matters of appointment and removal from the post of Undang Luak as provided under Article 16 UUTKNS.
“This role includes decisions related to the termination of a person’s Undang Luak according to their customs, as provided in Clause 14(3),” he explained.
Events That Have Happened
For context, Aminuddin also informed that this kind of case is not the first. Previously, the 14th Luak Johol law enforcement officer, Datuk Mohammad Jan Abdul Ghani, was also dismissed on 27 March 2016 for 13 offenses related to Johol Luak customs.
This shows that the act of terminating a person under Undang Luak can happen if it is found to be in violation of customs and regulations that have been set.
Tuanku Muhriz’s role in the Special Session
Earlier, DKU in a special meeting held at Istana Besar Seri Menanti, Kuala Pilah last Friday accepted Mubarak’s dismissal. The conference was personally chaired by Tuanku Muhriz Tuanku Munawir.
In that meeting as well, Tuanku Muhriz enforced Clause 24 of the UUTKNS 1959 by inviting Ibu Soko of the Upper Clan as well as the Heirs of the Upper Clan to participate in the discussion, thus ensuring that decisions are made comprehensively in accordance with custom and law.
Negeri Sembilan State Assembly Conference Postponed
The opening ceremony of the State Assembly of Negeri Sembilan is usually accompanied by the presence of Undang Yang Empat and Tunku Besar Tampin as an official protocol.
For the first time in history, these key dignitaries were not present during the ceremony held on 23 April 2026.
Even so, DYMM Tuanku Muhriz himself said that the validity and smoothness of the opening ceremony of the 15th State Assembly Conference was not affected at all without their presence. After the royal decree was read out, State Assembly Speaker Datuk MK Ibrahim Abd Rahman announced the adjournment of the conference to a date to be determined later.
This decision was made considering the current sensitive situation and the need to ensure the maximum smoothness of the upcoming state assembly session.
This action of the Four Laws is seen to be closely related to the ongoing Luak Sungai Ujong Badger controversy, where the incumbent pesaka Datuk Klana Petra was dismissed and the process of replacing the new Law is underway.
Tuanku Muhriz’s Position Remains Intact

Until April 27, 2026, the position of DYMM Tuanku Muhriz ibni Almarhum Tuanku Munawir as the Yang di-Pertuan Besar of Negeri Sembilan will remain absolute and unaffected.
The Negeri Sembilan government together with the Judicial and Legal Council (DKU) have confirmed that all forms of “declarations” made by certain parties to overthrow His Majesty are null and void in terms of law.
The public is advised not to be deceived by any viral document that does not have constitutional validity.
Datuk Seri Aminuddin was ordered to carry out the duties of Menteri Besar
Datuk Seri Aminuddin Harun now administers Negeri Sembilan as a minority government after being instructed by the Yang Dipertuan Besar of Negeri Sembilan, Tuanku Muhriz Tuanku Munawir, to continue his duties to ensure the stability of the state administration.
All 14 members of the State Assembly (ADUN) from Barisan Nasional (BN) have officially withdrawn their support and expressed a loss of confidence in Aminuddin’s leadership. This action was led by Negeri Sembilan BN Chairman, Datuk Seri Jalaluddin Alias.
Despite losing majority support from BN’s coalition partner, Aminuddin insisted that the state government will continue to function as usual until there is an official decision or motion in the state assembly.
