Selangor’s commitment to entrepreneurship offers four grants worth thousands of ringgit for the people of Selangor who are entrepreneurs or would-be entrepreneurs.
The help offered is Selangor Hijrah Scheme, Selangor Civil Entrepreneur Fund, Selangor State Poverty Eradication Blueprint Assistance ProgramAnd Selangor Indian Entrepreneur Equipment Assistance Program (i-SEED).
It’s a loss if you don’t try to apply. The value of each aid varies and the type of aid includes ringgit funds or business equipment/machinery/equipment.

What is Selangor’s Entrepreneurship Commitment?
Selangor’s commitment to entrepreneurship is one of the main clusters under the parent welfare program Iltizam Selangor Penyayang (ISP) provided by the Selangor State Government.
The main focus of this cluster is to support, empower, and stimulate the economic growth of small and micro entrepreneurs in the state, especially the low-income group (B40).
This cluster consists of four main aid programs:
- Selangor Hijrah Scheme: Loans of up to RM1,000 to RM50,000 for up to 5 years to entrepreneurs and potential entrepreneurs in the State of Selangor.
- Selangor Civil Entrepreneur Fund: Assistance in the form of business equipment / hardware up to RM30,000 to micro, small & medium entrepreneurs in the State of Selangor.
- Selangor State Poverty Eradication Blueprint Assistance Program: Assistance in the form of machines and equipment up to RM10,000.
- i-SEED: Aid in the form of machinery and equipment to small entrepreneurs in the Indian community up to RM10,000.


General Eligibility Criteria
To apply for initiatives under this cluster, applicants generally need to meet the following conditions:
- Malaysian citizens.
- Citizens or permanent residents in the State of Selangor.
- Running a small or micro business.
- Meet the income requirements set according to the type of assistance.
List of Assistance for Selangor Entrepreneurs 2026
1. Selangor Hijrah Scheme
Selangor Hijrah Scheme offers loans from RM1,000 to RM50,000 to entrepreneurs and prospective entrepreneurs in the State of Selangor with financing up to five years.
Eligibility Requirements:
- Malaysian citizen, born / resident / vote in Selangor.
- Aged 18 years to 65 years.
- The business has been operating for a minimum of 1 year.
- Not blacklisted by any party.

By sharing Selangor Media, entrepreneurs who have financing with Yayasan Hijrah Selangor (Hijrah Selangor) and face cash flow problems can apply for loan restructuring from August This.
Chief Business Officer of Hijrah Selangor, Nilammasri Jaafar said the initiative under the Selangor Resilience Strengthening Package Phase 2 was aimed at helping entrepreneurs who were affected to the extent of affecting their ability to make consistent financing repayments.
2. Selangor Civil Entrepreneur Fund
The Selangor Civil Entrepreneurs Fund offers grants help in the form of business equipment / hardware with a limit of aid value up to RM30,000to micro, small & medium entrepreneurs in the State of Selangor.
Eligibility Requirements:
- Applicants must be citizens of the State of Selangor who vote in the State of Selangor.
- Premises must operate in the State of Selangor.
- Applicant age limit is between 18-60 years.
- Enterprises with annual sales of less than RM500,000.00 only.
- Enterprises across all sectors including the Creative Industries sector.
- The enterprise being operated has been operating in the State of Selangor for a period of at least two (2) years from the date of application and is still actively doing business.
- Have at least 2 or more permanent employees.
- Consistent in terms of expenditure.
- Enterprises run are full-time (except for online enterprises).
- The business must be registered with the Companies Commission of Malaysia (SSM).
- Successful applicants/enterprises are only eligible to receive this assistance once.
- Applicants/enterprises who have previously received assistance from the Selangor State Government can apply for DUMS after three (3) years.
- The application will not be considered if a member of the applicant’s immediate family ie husband, wife, mother, father, sibling or child has received the same assistance before.
- Successful applications are not allowed to make any exchange of goods that have been approved in the Dums Selection Committee (DUMS) State Level Meeting.

3. Selangor State Poverty Eradication Blueprint Assistance Program
The Selangor State Poverty Eradication Blueprint Assistance Program offers in-kind assistance machines and equipment to small entrepreneurs worth up to RM10,000.
This program is one of the Selangor State Government’s efforts to improve the economic status of small traders through the provision of assistance with equipment or machines based on the business being carried out.
This assistance is in the form of equipment and machinery and it can’tconverted to cash.
Eligibility Requirements:
- Applicants must be 25 years of age and above.
- Individuals and households earning less than RM3,000.00 per month
- The applicant is a registered voter in the State of Selangor.
- The applicant’s business must be conducted within the State of Selangor and have been in operation for at least one (1) year.
- Business must be active/consistent and not seasonal.
- The applicant OR the applicant’s spouse has never received equipment or machine assistance under the Selangor State Government.
- The applicant does not have any other job with regular income.
- The applicant’s business must have premises or a business location authorized by the Local Authority (PBT).

4. Selangor Indian Entrepreneur Equipment Assistance Program (i-SEED)
Selangor Indian Entrepreneurs Equipment Assistance Program (i-SEED) offers assistance in the form of machines and equipmentto small community entrepreneurs Indiaworth up to RM10,000 and it can’tconverted to cash.
Eligibility Conditions
- Applicants must be 25 years of age and above
- Individuals OR households earning less than RM3,000.00 per month
- The applicant is a citizen of Selangor OR has been a resident for more than ten (10) years
- The applicant is a registered voter in the State of Selangor
- The applicant’s business must be conducted within the State of Selangor and have been in operation for at least one (1) year
- Business must be active/consistent and not seasonal
- The applicant OR the applicant’s spouse has never received equipment or machine assistance under the Selangor State Government
- The applicant does not have any other job with regular income
- The applicant’s business must have a business premises or location that is authorized by the Local Authority (PBT)

How to Apply for Selangor Entrepreneurship Iltizam Assistance
Access Portal Account Register
- Applications for the Selangor Civil Entrepreneur Fund can be made through the Selangor Access Portal.
- If you do not have an account yet, please register an account first.
Log in
- When the registration is successful, you can log in using the registered ID card number and password.
- You need to fill in profile information, residence information, partner information and child information to find out the eligibility of the available assistance. Make sure all the information section is filled out completely.

Selangor Entrepreneurial Iltizam Frequently Asked Questions
It is an initiative of the Selangor State Government under the Iltizam Selangor Penyayang (ISP) agenda to help empower the economy, increase sales revenue, and provide working capital or equipment assistance to local traders.
There are 4 main programs managed through the AKSES portal namely:

Nope. This program is inclusive and open to all categories of entrepreneurs (including youth and single mothers) as long as they meet the income requirements and local criteria for each specific scheme.
The Selangor Hijrah Scheme offers easy sharia-compliant financing starting from RM1,000 up to RM50,000 with a repayment period of up to five (5) years.
Nope. This assistance is not in the form of cash, but is given in the form of machines, hardware, or physical business equipment directly to entrepreneurs with a maximum value of up to RM30,000.

A Private Blog Network (PBN) is a collection of websites that are controlled by a single individual or organization and used primarily to build backlinks to a “money site” in order to influence its ranking in search engines such as Google. The core idea behind a PBN is based on the importance of backlinks in Google’s ranking algorithm. Since Google views backlinks as signals of authority and trust, some website owners attempt to artificially create these signals through a controlled network of sites.
