The Terengganu 2026 budget, which is themed “Driving Potential, Soaring Performance” focuses on effective governance, economic resilience and the well-being of the people towards a Progressive, Blessed and Prosperous state. It also outlines seven key drivers to boost the performance of each planned potential.

The Terengganu 2026 budget was presented by Datuk Seri Ir Dr. Ahmad Samsuri Mokhtar, Menteri Besar of Terengganu live via live streaming on Facebook on 10 November 2025.

The Terengganu Budget 2026 is the state government’s annual financial document drafted to balance the needs of economic stimulation, social development and strengthening of state governance.

This budget is described as a strategic document that not only manages expenditure and revenue, but also outlines the future of Terengganu’s growth in a more sustainable and inclusive manner.

For 2026, the state government has allocated RM1.938 billion for operating expenses, including RM450 million specifically for development expenses.

The estimated state revenue is expected to reach RM1.998 billion, showing the government’s commitment to continue to strengthen its fiscal position while ensuring that the economic benefits are felt by all citizens.

This budget focuses on the implementation of fiscal policy as well as programs and projects that can stimulate economic and social growth in a balanced way, in order to guarantee the overall well-being of the people of Terengganu.

The Main Strategic Focus of the Terengganu 2026 Budget

This budget is driven through three main strategic focuses:

1. Streamlining government governance to improve the success and efficiency of service delivery.
2. Structuring economic resilience to drive medium and long-term growth.
3. Preserving social needs in order to ensure the well-being of the people in an inclusive and continuous manner.

To ensure that each policy and project achieves optimal results, seven key drivers are formulated:

1. Emphasis on the impact and effectiveness of each initiative.
2. Establishment of an implementation committee to monitor major projects.
3. Development of citizen and entrepreneur data for more accurate and targeted policies.
4. Strengthening collaboration across agencies for more efficient coordination.
5. Empowering Local Authorities (PBT) in community development.
6. Expand Technical & Vocational Education and Training (TVET) as a catalyst for a skilled workforce.
7. Promote digitization and automation in state government governance.

The essence of aid for the people of Terengganu 2026

The following are some of the important essences of Assistance for the People of Terengganu 2026:

• Giving a bonus of RM500 to state civil servants
• The implementation of the North Kuala Terengganu Water Supply Scheme (KTU) will ensure a more stable water distribution to meet the needs of the people and industry
• Considering subsidizing water supply for tahfiz schools and cottages
• Emphasis on basic facilities, affordable housing, rural economic opportunities and social well-being so that the development gap between urban and rural areas can be bridged
• Various high-impact strategic projects such as Transit-Oriented Development (TOD) in the ECRL station area, the construction of an alternative route from Chukai ECRL Station to Kemaman Port, as well as the expansion of Kemaman Port
• Support for youth entrepreneurs, B40 & asnaf
• Terengganu Certificate Child Program
• Youth and youth leadership symposium
• Strengthening pre-marriage courses & post-marriage programs
