The Ministry of Rural and Regional Development (KKDW) is committed to expanding access to early education for special children by introducing TABIKA KEMAS Autism from next year.
This initiative is implemented through a strategic collaboration between the Community Development Department (KEMAS) and Sultan Idris University of Education (UPSI) to develop special curriculum modules that are autism-friendly.


According to Dato’ Seri Dr. Ahmad Zahid Hamidi, Deputy Prime Minister and Minister of Rural and Regional Development, this effort is expected to be a game changer in early education in the country.
This initiative not only aims to provide a learning space for children with special needs but also help parents who may face challenges in terms of cost and access to early education.
In planning, this nursery will be opened in each state and target a special nursery in each district in the future.

What is Tabika KEMAS Autism?
KEMAS Children’s Guidance Gardens (Tabika) specially for autistic children in each state will start to be built next year.
Deputy Prime Minister, Datuk Seri Dr Ahmad Zahid Hamidi said, the move is to ensure inclusive and affordable access to early education is provided for autistic children throughout the country.
In terms of implementation, the Malaysian government has planned to open at least one KEMAS nursery specifically for autistic children in each state starting in 2026.
If KKDW receives sufficient allocations, each district will have at least one KEMAS Autism NURSERY by 2027, thus helping to ease the financial burden of parents who previously had to send their special children to institutions outside KEMAS.


This effort aims to provide inclusive and affordable early education opportunities for families, especially from the B40 and M40 groups who previously lacked access to specialized learning centers that often require high fees.
This program is also supported by collaboration with educational institutions such as Universiti Pendidikan Sultan Idris (UPSI) to develop special curriculum and training modules for teachers.

Appropriate early education can prevent communication and social interaction problems that are often faced by children with autism.
With an emphasis on activity-based learning and emotional support, Tabika KEMAS autism plays a role in ensuring that these children do not drop out of the education system.
It also opens up space for the community to accept and appreciate the differences of each individual, while building a more inclusive society.
Goals & Objectives
The following are among the aims and objectives of the establishment of Tabikan KEMAS Autism in Malaysia that will be implemented next year:
- Providing early education that is inclusive and specific to children with autism and other special needs.
- Helping children’s holistic development in terms of emotional, social, language, and cognitive through a customized learning approach.
- Increase community awareness about autism to provide better understanding and support.
- Provide support and knowledge to parents in managing and raising autistic children.
- Reduce the emotional and financial stress of families through the provision of affordable learning centers.
- Train specialized teaching staff in special education and management of autistic students.
- Provide special teaching aids and an autism-friendly learning environment.
- Supporting the national agenda in building an inclusive and prosperous society through high quality education.
- Expand access to early autism education, especially in rural areas and the B40/M40 group.
- Building a foundation of continuous learning that allows autistic children to adapt in daily life and society.
Location
The implementation of the first nursery school pilot project for autistic children started in the state of Melaka with three nurseries in three main districts: Air Hitam Pantai A (Alor Gajah), Hang Jebat A (Melaka Tengah), and Merlimau Barat 2 (Jasin).
From 2026, the government plans to open at least one KEMAS Autism Nursery in every state in Malaysia.
The long-term target is to have at least one Tabika KEMAS Autism in each district by 2027, depending on the allocation and capacity.
Places of implementation will continue to grow through the involvement of district and state KEMAS Offices with the support of relevant ministries.


Implementation Date
According to Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi, Tabika KEMAS Autism will be opened in every state from next year, which is 2026.
By 2027, one nursery school in each district will be established if sufficient allocations are made.
Application Procedure
Applications can be made directly at the district KEMAS Office or through the KEMAS official website by filling out an application form and supporting documents, such as an autism diagnosis report and children’s health records.
Each application will be screened to ensure appropriate placement and the facilities provided truly meet the needs of each student.
